This read-only Gauge32 gives the lowest port number in the contiguous bank of ports this unified-port capability rule governs together, paired with EndPortId to bound the group that must be converted as a unit. This is the number an admin checks first when trying to predict which of their currently-Ethernet ports would be affected by converting a particular port to Fibre Channel. A start value of 17 immediately tells the admin that port 16 and below belong to a different, unaffected bank.
