This read-only CucsEquipmentOwnership enum reports whether TPM ownership has been taken (i.e. an owner authorization value has been set) on this chip, a required step before many OS security features like BitLocker will fully trust the module. An admin preparing a server for encrypted boot or disk encryption checks this to confirm the ownership handshake has actually completed, since a TPM present but unowned won't provide the expected protection. A value showing ownership not yet established would explain why disk encryption setup on that host is failing at the TPM step.
