This read-only DateAndTime records the timestamp of the last change to the IO controller's finite-state-machine status, i.e. when it most recently moved stages or updated its result. Admins use this to judge whether an in-progress operation (like an IOM reset) is still actively progressing or has gone stale and hung, by checking how long ago the stamp last moved. If the stamp hasn't advanced in fifteen minutes during what should be a two-minute reboot, that IOM's FSM is likely stuck and needs manual intervention.
