This read-only Gauge32 reports the percent-complete of the currently running FSM workflow on this IO controller, giving a 0-100 style progress indicator rather than just a pass/fail flag. It lets an admin watching a firmware activation in the UCS Manager GUI see whether the process is genuinely advancing (25% then 60% then 90%) or has stalled at the same number for an extended period. A progress value frozen at 40% for ten minutes during what's normally a three-minute operation is exactly the kind of symptom that prompts escalation.
