What is cucsEquipmentSwitchIOCardOperEvacState?

This enumerated value ("operEvacState") reports whether this IOM is currently in an "evacuation" state, the maintenance mode UCS uses to drain traffic off a module before a disruptive operation, using the CucsNetworkEvacState type. An admin preparing to reseat or replace this IOM checks this field to confirm traffic evacuation actually completed before pulling the module, since removing it mid-evacuation risks a harder outage than the maintenance window intended. A value of "evacuated" confirms it is safe to physically remove or reboot this specific IOM; "not-evacuated" means active traffic may still be flowing through it.
