What is cucsEquipmentNonCopperPassiveCapPolicyOwner?

This enumerated value reports the policyOwner for the capability entry recording which physical ports on a piece of UCS gear are certified to accept passive optical/AOC cabling instead of copper twinax — which subsystem actually controls its configuration state (for example local, pending-policy, or policy). Knowing the policyOwner tells an admin whether changing a non-copper-passive-cabling port restriction's behavior means editing this object directly or instead means editing the UCS Manager policy that owns it, since a direct edit against a policy-owned object gets silently overwritten on the next resolution pass. A policyOwner of 'policy' here would mean the shipped optics-capability catalog rather than a local admin edit is authoritative, so a direct local edit would not survive the next policy resolution.
