What is cucsEquipmentNonCopperPassiveCapPhyPortBitmask?
This bitmask value (phyPortBitmask) marks which physical ports on the covered equipment this capability entry certifies for non-copper passive cabling. Because port-level optical-cabling support can vary port-by-port on the same physical unit, an admin planning a cable run needs this bitmask rather than assuming every port on the switch or IOM behaves identically. A bitmask with only bits 0-3 set would mean just the first four physical ports are certified for passive-optical cabling, not the whole port bank on that unit.
