An admin comparing two seemingly-identical entries of this type that behave differently can use policyLevel to see whether one inherited straight from the root org while the other picked up an override from a nested sub-org, which explains inconsistent behavior for a manufacturing-definition record's factory identity fields across different orgs. A value of 0 means the policy came straight from the root org; a value like 2 would mean it was resolved from a sub-org two levels down, e.g. root/hw-vendor-org.
