It is the primary indicator of the card's own thermal state, since it reflects heat generated by the IOM's own components rather than the room. For example, a temp reading well above ambientTemp on the same row is expected and normal, but a temp reading that keeps climbing while ambientTemp stays flat would point to a cooling problem specific to that card rather than the chassis.
