What is cucsEquipmentIOCardOperability?

This reports the IOM's general operability classification, the broader hardware-health judgment UCS Manager makes about the card, feeding into operState and the chassis's overall health rollup. It is the field most likely to first flip to a bad value when a card develops an internal hardware fault, before more specific sensor fields like thermal or voltage confirm the cause. For example, an operability of inoperable should prompt an admin to immediately check whether the redundant IOM on the chassis's other fabric side is healthy before scheduling a card swap.
