An admin can use this to confirm exactly when a card was last touched physically, useful for correlating a sudden change in chassis behavior with a reseat that maintenance staff may not have logged elsewhere. For example, an lcTs a few minutes before a burst of new faults strongly suggests the faults trace back to that reseat rather than a software issue.
