It matters because IOMs are rarely power-cycled individually in normal operation, so a value other than the expected up setting usually signals a deliberate maintenance action or a misconfigured chassis profile keeping a redundant fabric path dark. For example, an admin decommissioning a chassis before physical removal might set this to down on both IOMs ahead of unracking it.
