This preserves how far the OS shrank its cache under pressure during a past interval, which is corroborating evidence of real memory pressure if the paired MemAvailable figure for that same row was also low. An archived MemCachedMin of 1MB alongside a low MemAvailableMin in the same stored row shows the OS had already reclaimed essentially all cache and was still short.
