This records the lowest amount of power available for allocation to the FEX seen during the current collection interval. It shows an admin the worst-case power headroom that FEX experienced, which matters more than the average when deciding whether it's safe to add load, since a brief dip to near zero could still cause a problem if new equipment happens to draw power during that window. A low min value even briefly is a stronger caution than a comfortable average would suggest.
