This is the ordinal position of this stage within the sequence of stages that make up the FEX's overall FSM workflow. An admin uses it to know how far through a multi-stage process, like firmware update, a particular stage falls, and therefore how much of the operation remains after it. A stage with an order value of 2 in a workflow with 5 total stages tells the admin the FEX is still relatively early in that operation.
