This is the timestamp of the last update to this specific stage of the FEX's FSM workflow. An admin uses it to judge whether that particular stage is still actively progressing or has stalled, by checking whether the timestamp keeps advancing between checks. A stage whose timestamp hasn't changed in far longer than that stage type normally takes is the one worth flagging as hung, even while other stages of the same workflow show recent activity.
