This reports the fan-speed policy level actually being applied to this fan right now, per its fanSpeedPolicyOperState property. Comparing this against fanSpeedPolicyAdminState is how an admin detects a policy that isn't taking effect — if adminState says 'low' but operState still shows 'balanced', something is preventing the requested setting from applying. An operState stuck at 'balanced' despite an adminState change to 'low' points to a policy-application issue worth investigating rather than assuming the change simply hasn't been noticed yet.
