What is cucsEquipmentChassisProfileOperState?

This reports the actual operational state of this chassis profile's association with its bound chassis, as opposed to the administrator's configured intent. This is the field an admin trusts to know whether the profile is genuinely governing the chassis right now -- a profile can show 'assigned' in assignState yet still report a degraded operState if the association itself is unhealthy, which is the practical difference between intent and reality here. A value of 'ok' means the profile's association is fully healthy; 'config-failure' would mean something about the profile could not actually be applied to the chassis.
