What is cucsEquipmentChassisOperState?
This is the actual, currently-observed operational state of this chassis, as opposed to the administrator's desired adminState. This is the single field most alerting rules watch to know whether a chassis is genuinely up and usable right now; a mismatch between operState and adminState over time is what flags a chassis stuck mid-transition. A value of 'operable' means the chassis is fully functional; 'degraded' would mean it is running with a partial fault.
