This is the free-text description field attached to one boot-device constraint rule -- a catalog entry stating which boot-device types a given server or adapter model is permitted to use in a boot policy, filled in by whoever created or last edited that specific object in UCS Manager. Since this field is optional and operator-supplied, its main operational value is as a note left for other admins -- it will be blank on most auto-created boot device constraints and only useful when someone has documented, e.g., why a particular instance was set up. An admin might set it to something like 'production rack, do not decommission' for a boot device constraint they want colleagues to leave alone.
