What is cucsDiagRunPolicyFailureAction?

This specifies what UCS Manager does if a diagnostic test governed by this policy fails - for example blocking the server from being associated, or just logging a fault and proceeding. This is the single most operationally consequential field on the policy, since a block setting can hold up a server deployment entirely on a diagnostic failure, whereas a report-only setting lets provisioning continue despite a detected hardware problem - an admin needs to know which behavior they are opting into. A value of 'block-association' here means a failed memory test under this policy would prevent the server from ever completing service-profile association until the fault is resolved.
