What is cucsComputeRackQualMinId?
This reports the lower bound of the rack-unit ID range that this qualifier will match, working together with the paired maxId value to define an inclusive ID window for pool membership. An admin relies on this to confirm a server pool's automatic membership rules aren't accidentally excluding newly racked servers whose IDs fall outside the configured window. A concrete value of 101 paired with maxId 120 would restrict matching to rack units 101 through 120.
