An admin needs this to know whether they can actually edit the policy locally or must go make the change in UCS Central instead, since a centrally-owned policy pushed down will simply get overwritten again. A policyOwner of 'local' means changes made directly in this UCS Manager instance will stick; a value indicating central ownership means they won't.
