This object reports a manually-configured quality level value for a given input source, which per the earlier cnsSelInpSrcQualityLevel description supersedes whatever QL is actually received dynamically over the wire via ESMC or SSM. It matters because it lets an admin override a source's advertised quality, for instance to deliberately downgrade a source's trust level for administrative reasons even if the source itself claims to be high quality. If an admin sets this to a low quality level on a source they consider less reliable than its ESMC advertisements claim, the selection process will treat it as lower priority regardless of what the source itself reports.
