It is the raw, unmodified received value, before any local override from cnsInpSrcQualityLevelRxCfg is applied, so comparing this against the effective cnsInpSrcQualityLevel tells an admin whether a local configuration is currently overriding what the neighbor is actually advertising. A sudden drop in this value to Do-Not-Use would indicate the upstream neighbor itself has detected a timing problem and is now telling this device not to trust it.
