It matters because if this is false, the device will not process ESMC quality-level advertisements from its neighbors at all, meaning quality-based automatic clock source selection over Ethernet links is effectively unavailable even if other clock-selection features are configured. An admin setting up SyncE on a new ring who forgets to confirm this is true would find quality-level-based clock source ranking simply is not happening on Ethernet ports.
