Because CVs count individual bit-error events rather than seconds, this threshold lets an admin catch a dense error burst concentrated in just one or two seconds of a quarter-hour, which the coarser ES/SES thresholds might not flag as severely. A single bad second containing 30 BIP-8 parity errors would push the current CVs count past this default threshold of 25 even though it only counts as a single Errored Second toward the separate ESs counter.
