An admin cares because this lets them manually reset the current-interval section counters after resolving a known issue, so subsequent monitoring reflects only new errors rather than a mix of old and new. For example, after physically reseating a suspect fiber connector, an admin would set this to clear(2) to start a clean error count for verifying the fix worked.
