This counter tracks Coding Violations — individual BIP (bit interleaved parity) errors detected at the Section layer — accumulated during the current 15-minute interval, a finer-grained count than the per-second ES/SES/SEFS metrics. An admin cares because CVs give the actual error density rather than just how many seconds had any error, useful for distinguishing a section with many errors concentrated in a few seconds from one with a low steady trickle spread across the whole interval. For example, a high CV count paired with a low ES count suggests errors are piling up within just a handful of seconds rather than being spread evenly.
