This object reports the presence/absence status of the external T1/E1 clock signal on port 2 of the PXMUI-S3 back card, distinct from the primary external clock input covered by pxmExtClockPresent. An admin cares because chassis using this back card's second timing port for redundancy need to independently confirm that second reference is actually present, not just the first. For example, if a chassis relies on port 2 as its backup external timing source and this object shows not-present, that redundancy path is silently unavailable.
