This is the standard SNMP RowStatus control for provisioning the outbound-direction MPLS entry for this pseudowire, following the same create/activate/destroy lifecycle used elsewhere in Cisco MIBs. Provisioning tools use it to add the outbound tunnel/LSR mapping details as a single atomic row rather than setting each column independently and risking a half-configured state being read by other management stations. Setting this to destroy on an outbound entry removes that VC's specific outbound tunnel mapping without necessarily affecting the pseudowire's inbound entry or the base VC row itself.
