Provisioning systems that spin up pseudowires programmatically rely on this object to instantiate a new VC row and then flip it to active once the label, name, and other columns are populated. Setting this to destroy(6) on a live VC will tear down that specific pseudowire, which is the mechanism a management system uses to decommission a customer circuit remotely.
