What is cpwVcPerfIntervalOutHCPackets?
This holds the finalized outbound packet count for one specific historical 15-minute interval of the pseudowire, letting an engineer retroactively examine transmit-side traffic for a time window that has already closed. It's the object to pull when a customer's ticket references an outage 'around 2:15pm yesterday' and you need the exact outbound packet count from that interval rather than a live reading. A near-zero value in one interval sandwiched between normal-looking intervals is a clear historical fingerprint of a brief outbound outage on that VC.
