What is cpwVcOutboundOperStatus?

This reports the operational health of packets this router is forwarding out toward the PSN for the pseudowire, mirroring cpwVcInboundOperStatus but for the opposite direction, with the same down/testing/dormant style states. It's the object to check when a customer complains their outbound traffic isn't reaching the far end even though inbound traffic is arriving normally. A technician diagnosing a one-way voice call cutting out in one direction would check this object to confirm whether the local router itself thinks its outbound path for that VC is impaired.
