What is cpwVcAdminStatus?

This is the administratively configured target state for the pseudowire - whether it should be up, forced down, or placed into a test loopback mode - as distinct from its actual observed operational status. Engineers set this to down(2) to intentionally take a VC out of service for maintenance without deleting its configuration, or to testing(3) to run diagnostics without affecting the customer's other VCs. If an admin sets this to down while troubleshooting a noisy circuit, cpwVcOperStatus should follow suit and also report down, confirming the change took effect.
