The Gateway sends DHCP-Negative acknowledge message to the User Equipment in the following cases: If the DHCP-Request contains an IP-address that is different from the address that PGW sent in the DHCP-Offer.

Counts the DHCP Negative-Acknowledge messages sent by the gateway to UEs, for example when a requested IP address is invalid.
