Description: This object indicates dampening interval time set for the rising threshold for the threshold configuration entry in this table. If the rising threshold value is configured but the rising interval time is not configured for the resource owner sub-type <-> resource user/group relationship, then default value would be taken. The default value is specific to the resource owner sub-type.

What is cermResUserOrGroupRisingInterval?

This is the dampening interval tied to a custom per-user/group rising threshold, and if only the threshold value was configured but not this interval, ERM falls back to a resource-owner-sub-type-specific default rather than a universal default. Because the fallback default varies by which resource owner sub-type it applies to, an admin cannot assume a default interval value here means the same duration across different resources. A custom rising threshold on the IP Input process paired with no explicit rising interval would inherit whatever default dampening time is standard for the processor memory sub-type, not a fixed global number.
