This is the interface-wide total of EIGRP packet retransmissions sent, aggregating retransmissions across all peers reachable through this interface, as opposed to cEigrpRetrans which is per-peer. Because this rolls up every neighbor on the interface, it is the right counter to check first when deciding whether a retransmission problem is isolated to one peer or affects the whole link. If this interface-level counter climbs but only one peer's individual cEigrpRetrans climbs in step, the problem is isolated to that one neighbor; if several peers' counters rise together, the shared link itself is at fault.
