Unlike the Hello-driven unreliable multicast counter, this one only climbs when actual topology changes occur, so a sudden spike here without a corresponding known network change is a signal worth investigating for route flapping upstream. A router that normally sees this counter increase by single digits per day jumping by hundreds in an hour indicates a real routing event, such as a flapping link several hops away, propagating updates through this interface.
