Comparing this to cEigrpHellosSent gives an admin a rough sense of whether hellos are being exchanged symmetrically; a received rate that's dropped relative to the number of configured neighbors, while sent stays normal, points to inbound hello loss, possibly a unidirectional link problem, rather than a local process issue. If this counter stops incrementing from one specific neighbor's direction while others continue normally, an admin would suspect a one-way connectivity problem or an ACL blocking EIGRP multicast on that specific link.
