This is the metric an admin compares across multiple entries for the same destination to understand relative path preference, and comparing it to cEigrpReportDistance, the distance as reported by the originating neighbor, reveals how much cost this router itself is adding on top of what the neighbor advertised. If this value is significantly higher than the reported distance for the same entry, that difference reflects the cost of the link between this router and the reporting neighbor, which an admin could use to sanity-check whether that link's bandwidth or delay settings are configured as expected.
