If an implementation chooses to keep ciscoDlswTConnOperEntrys in the `disconnected' state, this value should remain unchanged.

Indicates whether the NetBIOS names the partner advertised in its capabilities exchange are the complete, exclusive set reachable through that partner, or whether other names may also be reachable.
