Rekeying happens on a scheduled basis per configured SA lifetime as a normal security practice, so an admin expects this counter to increment steadily and predictably in line with configured rekey intervals rather than in sudden unexplained bursts. If an admin configured an IPsec SA lifetime of 1 hour across 50 tunnels, they'd expect this counter to increment roughly 50 times per hour under steady-state conditions, and a deviation from that rate would be a useful troubleshooting clue.
