What is ccaProtFailedReqs?

This counter tracks how many requests from this specific security protocol to the crypto accelerators could not be fulfilled, counted since the last reboot. A rising failure count tied to one protocol row is a direct, protocol-scoped health signal; for example if the IPsec row's failures climb while SSL stays at zero, the accelerator hardware itself is likely fine and the issue is specific to how IPsec is using it, like exhausted SA resources. An admin seeing this counter increment for the IKE protocol row right when new tunnel setup attempts start failing would have direct evidence tying the connectivity issue to the crypto accelerator rejecting IKE's requests, not a routing problem.
