This matters specifically when a soft VC's far end is equipment from a different vendor that only understands the standard format and would otherwise fail to correctly interpret a Cisco-proprietary IE. Interoperating a soft PVC with a non-Cisco switch at the far end typically requires setting this to true so the switch signals the standards-based Called Soft PVC IE instead of its own proprietary encoding.
