This object is not instantiated if this is not the calling side of a soft VC, or if there is no traffic negotiation.

What is casfVcEndptTxNegTrafficDescrRow?

This read-only pointer is the transmit-side twin of casfVcEndptRxNegTrafficDescrRow, present only on the calling side of a negotiated soft VC, holding the descriptor of what was actually negotiated for cells sent outbound. It's the object to check when a customer complains their soft PVC's outbound throughput is lower than provisioned, since it shows what was actually negotiated rather than what was originally requested. If the requested transmit PIR was 4 Mbps but this negotiated row shows 3 Mbps, congestion or resource limits along the soft VC's path forced the lower rate.
