Its absence on a plain hard PVC or on the called side of a soft VC isn't a fault, it simply means there was nothing to negotiate in the first place. Querying this object on a static PVC endpoint correctly returns no instance, while querying it on the calling side of a negotiated ABR soft VC returns the rate the far end actually granted.
