This read-create RowStatus object creates, modifies, or deletes this VC endpoint row. Unlike the traffic-descriptor row status, setting this to destroy actually tears down the connection endpoint itself, dropping any live traffic on that VC. Deleting a soft VC that's no longer needed is done by setting this object to destroy, which the switch also uses to release the underlying signaled connection.
