This distinguishes a permanently provisioned endpoint from one the switch dynamically signals up over the ATM network, and only two of the five possible values can even be configured directly. An admin wanting to build a soft PVC across an ATM cloud to a distant switch sets this to spvcInitiator and then supplies casfVcEndptSpvcRemoteAddr, rather than trying to set svcOutgoing directly, which the agent would reject.
