This read-create object specifies how the switch maps the frame-relay Discard-Eligible bit onto the ATM Congestion Loss Priority bit as traffic crosses from frame relay to ATM, per FRF.5 and FRF.8. Setting clpIsZero or clpIsOne instead of clpIfDe means the switch ignores the incoming DE marking entirely and forces a fixed loss priority on every cell of the connection, rather than letting each frame's own DE bit decide. Selecting clpIsOne makes every cell on this VC marked as lower priority, more discardable under congestion, regardless of whether the original frame was flagged DE or not.
